AFAIK there is one, maybe two tuners in the whole of Australia that can tune the FCon V-Pro, and they aren't in SA.
Tell your mate to do himself a favour and ditch that system for something that can be tuned by anyone*.
Pick a reputable tuner and then go with the system they believe they can tune to get the best results. Don't pick a system and then a tuner.
* by anyone I mean anyone that is a good tuner, not someone with a laptop and a serial cable.

HKS F-Con can't be tuned in South Australia sorry.
We've had them and tried, but tuning of F-Con V can only be done by a certified HKS Pro Dealer.
You'll have to go to the HKS dealers east (Sydney) or west (Perth)
I explored this exact question last month so my info is up to date.
If anyone knows better, then I'd love to hear how it can be done.
