Yeah, thats my car, has more power now thankfully even with the hi stall. (hi stall robs even more power than stock).
Locking refers to using an (in this case anyway) electro-magnetically operated clutch to lock up the torque converter. This gives you back the power you lose thro the torque converter.
Depending upon how hi your stall is it'll give you back the loss to slip. Usually somwhere between about 3-10%.
